Istanbul-born Celayir studied Visual Arts and Visual Communications Design at Bahçeşehir University in Turkey. His films were screened worldwide at festivals such as Paris International Film Festival and TOFIFEST International Film Festival.
In 2008, Celayir produced and directed a short film titled The One Note Man (originally known as Tek Notalık Adamwhich) which was screened at 82 film festivals including The International Film Festival Rotterdam (IFFR) and Angers International Film Festival in France.
The short film won more than 15 prizes, namely Best Film at Silk Road International Film Festival and the Special Jury Prize at the 53rd Valladolid International Film Festival in Spain. Recently, he received a Gold Award Best Tourism Film at the Cannes Media and TV Awards for his film Home of Turquoise.
